Joe previously served as CEO of Lender Services Inc., transforming that company from an appraisal, title and closing management company to a provider of new technologies and business process solutions for the national marketplace.

Vicki Bott joined the U.S. Department of Housing and Urban Development September 30 as Deputy Assistant Secretary for Single Family Housing Programs. In that capacity, she is responsible for the direction and management of all Single Family FHA mortgage insurance programs, including product management and development, the management, and disposition of single family properties acquired by foreclosure or default, and the approval and monitoring of FHA-approved lenders.
Vicki is nationally regarded for her knowledge of mortgage lending and comes to the Department from Wells Fargo, where she was vice president for institutional risk management. She has over 20 years of experience in all aspects of the mortgage lending industry.  Her professional background includes senior management positions in sales, underwriting, compliance appraisal, operations and risk management with World Savings, Washington Mutual, and Wells Fargo Home Mortgage.

A graduate of Arizona State University, Vicki is married to Frank Bott and has three children.

Barton Craig graduated from Haverford College in 1971 and Case Western Reserve School of Law in 1975. After law school he served as a Judicial Law Clerk to the Ohio Court of Appeals in 1975 and as the Law Clerk to the Honorable John M. Manos of the U.S. District Court from 1976 - 1977. From 1977 - 1979 Bart was an Associate Professor of Law at the Chase College of Law at Northern Kentucky University.

From 1980 through 1989 he served as the Chief Legal Officer of Record Data, Inc. and from 1989 through 1994 he served on the business law faculty of Albertus Magnus College in Connecticut.

Bart has served in his current position with Mortgage Information Services, Inc. since 1994. His experience at Mortgage Information Services and at Record Data has exposed him to all the operational and legal issues involving multi-state consumer title insurance and settlement services providers.

Angela Dodson is senior vice president at CitiMortgage and a seasoned mortgage professional with extensive experience driving and integrating e-technologies into various business functions. As the CitiMortgage Web Technology and Strategy Director, she created the enterprise-wide strategic vision and is responsible for the success of all related initiatives.  Her primary areas of focus include research and development, ROI development and education to encourage organizational change.  

Angela serves as Citi’s representative to the Mortgage Industry Standards Maintenance Organization (MISMO) and the Residential Technology Committee (ResTech) in which she has been an evangelist for eMortgage adoption, as well as, lobbying the industry to promote e-technologies. 

She received her bachelor's in business degree in Finance and Computer Science Applications from Western Illinois University’s College of Business and Technology.  Angela graduated from the School of Mortgage Banking in August of 2005 and received her Certified Mortgage Banker designation in October of the same year.  In addition, she is currently a candidate in the Certified Mortgage Technologist Program.

Michael Draminski is a Departmental Analyst for the Market Conduct Section of the Office of Financial and Insurance Regulation, within the State of Michigan’s Department of Energy, Labor and Economic Growth.  He has 13 years of insurance industry experience, 12 of which was primarily title insurance. 

Mike has held positions as an abstractor/examiner, operations manager, independent agency manager and a senior agency representative for LandAmerica Financial Group.  As a field abstractor supervisor for ASK, Inc., he was responsible for the title abstracting activities in five states, including, Michigan, Indiana, Ohio, North Carolina and South Carolina.

Mike’s other experience includes operations management, with United Parcel Service and U.S. Navy Special Forces. He holds a Bachelor of Science degree from Michigan State University.  He is a native of Lansing, Michigan, where he currently resides with his wife and two children.

Dudley Ewen has held the position of Chief Examiner in the Compliance & Enforcement Section of the Maryland Insurance Administration (MIA) for many years.  He has worked for the MIA in various positions dealing with insurance regulation, including consumer complaints, producer enforcement and market conduct for 31 years.

He is in charge of the MIA staff that is responsible for the Market Conduct Regulation area for analysis, examination and investigations of all insurance companies, title insurers, premium finance companies and motor clubs.

He is a founding member of the Insurance Regulatory Examiners Society (IRES) and currently is on its board of directors. He is also on the board of directors for the Insurance Data Management Association (IDMA).

 He is the 2006 recipient of the IRES Foundation Paul L. DeAngelo Memorial Teaching Award.

For the National Association of Insurance Commissioners, Ewen has represented Maryland for the past 25 years as a participating member on various subcommittees, task forces, and working groups dealing with market regulation issues.  Previously he was vice chair of the Uniformity Working Group, chair of the Collaborative Actions Guide Working group, co-chair as well as vice chair of the NAIC Market Conduct Examiners Handbook Working Group, chair of the Property and Casualty Chapter of the Handbook, chair of the D Task Force Producer Database (PDB) Ad Hoc Subgroup, chair of the Credit Reports Subgroup of the Market Conduct and Consumer Affairs (EX3) Subcommittee and chair of the One Page Model Consumer Information Working Group.

Mark Fleming is chief economist for First American CoreLogic, America’s largest provider of advanced property and ownership information, analytics and services. Dr. Fleming leads the mortgage risk analytics and economics team. He is responsible for developing the collateral risk, valuation cascade, and house price index models as well as the economic analysis and monitoring of real estate and mortgage market trends.

Dr. Fleming’s research interests include real estate economics, econometrics, and data mining.  He has published research on spatial econometrics in the American Journal of Agricultural Economics and Geographic Information Sciences, is published in the book, “Advances in Spatial Econometrics”, and is a patent author.  He is regularly quoted in national news outlets and trade publications.

Prior to First American CoreLogic, Dr. Fleming worked for Fannie Mae, where he developed property valuation models designed as part of collateral assessment applications used in mortgage origination, quality control and loss mitigation.

Dr. Fleming graduated from the University of Maryland with a Master of Science and a Doctorate in Agricultural and Resource Economics. He holds Bachelor of Arts in Economics from Swarthmore College.

Michael C. Flynn

Michael Flynn is the General Counsel – Mortgage Banking for PNC Financial Services Group. 

He most recently served until January 2009 as the Acting General Counsel of the United States Department of Housing and Urban Development.  In that position, he supervised approximately 370 attorneys and 320 staff in all areas of HUD program responsibility.  At the same time, Michael also served as counselor to the board of directors of the new HOPE for Homeowners $300 billion FHA refinance program for troubled homeowners.  From February 2007 until November 2008, he served as HUD’s General Deputy General Counsel.

From 2001 to 2007, Michael was senior vice president and senior counsel at World Savings Bank in Oakland, Calif. Prior to that he was vice president and general litigation counsel for Chicago Title Insurance Co. in Chicago.

Michael received his undergraduate degree from Indiana University, where he was a Metz Scholar, and his law degree from Duke University School of Law, where he was a Reynolds Scholar.

He has over 14 years of experience in the title insurance industry, holding positions ranging from records clerk to commercial title examiner, escrow officer, and company manager.  In addition to his duties investigating title insurance agencies and serving as the compliance contact for the industry, Andy is the division’s liaison to the Title Advisory Council, serves as the division’s representative on the Interprofessional Committee of Lawyers and Realtors, and is working extensively on issues facing the title insurance industry with the National Association of Insurance Commissioners.

Todd has consulted and advised forward thinking state and county governments nationwide on eSignatures, eNotarization, and electronic records including Arizona, California, Florida, Pennsylvania, Virginia, Washington and others.  He has founded four companies, is a relentless innovator and is a U.S. Patent holder. He continues to develop new and innovative technologies and products for title agents, county governments (including recorder’s offices), mortgage servicers, and mortgage bankers.  Todd completed his Bachelor of Science degree in Geography and post-graduate work in Watershed Science at Utah State University.

Edward J. Krug has been a practicing attorney for the past 37 years and is currently in private practice specializing in small balance commercial lending and closings. He has been a licensed title insurance agent in Pennsylvania since 1977 and has been licensed as a title agent in 21 additional states.  He has served as a counsel, director and past and current president of The Title Appraisal Vendor Management Association (TAVMA).  He has also served on the board of directors of the Real Estate Service Providers Organization (RESPRO).

Mark Ladd is the owner of Addison/One, LLC, a consulting firm focused on improving and automating land records recording and management systems.  In this role, Ladd serves as a consultant to the PRIA Technology Committee and the PRIA Land Fraud Committee, placing him at the center of two of the hottest topics in the property records world.

Prior to starting Addison/One, Mark worked for a software company dedicated to electronic recording systems and also served as the Racine County (WI) Register of Deeds for 11 years.

He is licensed to practice in California and Arizona.

Most recently, Don is a member of the American Land Title Association Task Force on RESPA Reform and Implementation. He has also made presentations at HUD, Congressional panels and the Office of Management and Budget on RESPA. He has made presentations on RESPA reform to the American Land Title Association, The Title Report’s RESPA Radio event and their National Settlement Services Summit, the Real Estate Settlement Providers Council (RESPRO), the Mortgage Bankers Association, the National Real Estate Development Center, the American Bankers Association and the California and Michigan Land Title Associations. He also serves on the Board of Governors of the California Land Title Association as well as the board’s executive committee.

Penny Reed is Vice President Settlement Services at Wells Fargo Home Mortgage. A 26-year veteran of the mortgage industry, Reed has been with Wells Fargo for 20 years in various positions including underwriting, credit risk management, capital markets and agency relations. 

Penny is currently responsible for leading the business architecture activities of the Strategic Partner Management Group which include vendor management, settlement services joint venture oversight, as well as strategic vendor opportunity identification and assessment for Wells Fargo business units.

Loretta SalzanoLoretta Salzano

Loretta Salzano is one of the firm's founding partners and manages Franzén and Salzano’s state and federal compliance practice. Loretta advises mortgage lenders, brokers, banks and other financial institutions regarding licensure, fees, disclosures, reporting, advertising, marketing, fair lending and other matters related to their products and services; and she assists clients in responding to regulatory examinations and actions. Loretta also drafts and negotiates contracts on behalf of financial institutions, including, but not limited to loan purchase and sale agreements, warehouse line agreements and servicing agreements. Loretta spends a great deal of her time advising mortgage lenders, brokers and other settlement service providers on how to increase their business while remaining within the confines of the Real Estate Settlement Procedures Act and other state and federal laws.

Loretta serves as Legal Counsel to the Mortgage Bankers Association of Georgia, and as a leader in other industry and professional associations. Loretta serves as a Chair and Legal Counsel to Rainbow Village, a transitional housing shelter. Loretta is a frequent lecturer on mortgage lending issues. She is the Martindale-Hubbell Financial Institutions National Attorney Panelist, and her firm serves as the Georgia editor to HouseLaw among their other publications.

Jeff SchurmanJeff Schurman, CAE

Jeff Schurman is the executive director of TAVMA, the trade association of the real estate settlement services industry. In this role, he is responsible for member services, fund raising, membership development, and administration. Jeff is also an independent consultant at Schurman Research Company, LLC, a vendor management and leadership advisory service.

Jeff serves on the Board of Directors and Executive Committee of the Pittsburgh Pastoral Institute, a Pittsburgh-based state-licensed and nationally-accredited interfaith counseling and psychotherapy 501(c)3 nonprofit organization. There he serves as Treasurer and chairs the fund raising committee. In addition, he is a Past-Chair of the Appraisal Foundation’s Industry Advisory Council. He is a member of the World Future Society, and the American Society of Association Executives, where he holds the Certified Association Executive (CAE) credential.

Jeff holds a Bachelor of Science degree in Business Administration and Management from La Roche College, and a Master of Arts degree in Leadership and Liberal Studies from Duquesne University.

Mary Schuster is Director of Industry & Legislative Affairs and a Strategic Business Analyst at RamQuest, one of the nation’s leading title and settlement software companies. Her years of experience in the real estate and title industries include specialties in residential and commercial settlement services, agency management, marketing, employee training and software implementation. 

In her role, Mary assists RamQuest customers in the areas of production modernization, strategic management, revenue development, market share growth, infrastructure development, employee training and delivering exceptional customer service.  She is a frequent presenter in the real estate settlement arena speaking to title and settlement agents, loan originators and real estate agents.

Though she did not specialize in regulatory matters earlier in her career, Mary became an early expert in 2010 RESPA Reform. She recognized the impact the new rule would have in the industry, and set out to help RamQuest customers make the most of the RESPA changes.  Mary currently serves on the American Land Title Association’s RESPA Implementation Task Force as well as ALTA’s Education Committee.  She is past-President of the RamQuest User Group, a long-standing member of the American Land Title Association, and a blog author at RESPAReady.com.

Eric Schwartz, MAI, SRA, is chief appraiser of the Real Estate Services Unit within Credit Administration of CapitalSource Bank. His 31 years of professional real property valuation experience includes a broad spectrum of property types and valuation scenarios. Schwartz has extensive experience as a reviewer, appraiser and consultant for banks, government entities, attorneys, investors and individuals. He is currently responsible for operational oversight and compliance with the Bank’s appraisal and environmental policies. Prior to joining CapitalSource Bank, he was responsible for providing reviews and appraisal services for various banks, CMBS lenders and pension funds.

Schwartz holds the MAI and SRA designations awarded by the Appraisal Institute and he serves the Appraisal Institute as chair of the Strategic Planning Committee. Past positions with the Appraisal Institute include member of the board of directors, member of the finance committee, regional chair and various leadership positions at the local level. He also currently serves on the Appraisal Institute’s National Experience Examination Committee and Demonstration Report Committee. He has appeared on PBS’ “Nightly Business Report,” National Public Radio’s “All Things Considered” and the Discovery Channel, and he has been interviewed by national newspapers and websites.

John C. Shackelford

John Shackelford is a banking supervisor in the Supervision and Regulation Department at the Federal Reserve Bank of Cleveland. He is responsible for directing, monitoring, and assessing supervisory activities associated with credit risk for regional and community banks and bank holding companies in the Fourth Federal Reserve District, which includes Ohio, western Pennsylvania, eastern Kentucky, and the northern panhandle of West Virginia.

John joined the Bank in 2005 as an examiner in the Supervision and Regulation Department. He was appointed to his current position in 2006.

He holds a bachelor’s degree in business administration from the University of Alaska in Anchorage, Alaska.

Bob Skalstad is the President of Skalstad Consulting, Inc. (SCI) and an Executive Vice President and a Principal of Corporate Management Advisors (CMA). 

During his 25-year career in the financial services industry, Skalstad has served in a number of roles for a wide variety of organizations, including national account sales, management and consulting with Unisys, CMSI, TRW Information Services/Strategic Management Services and ALLTEL Information Services.

Skalstad joined CMA in 1996, quickly becoming an integral member of the management team. His background in financial services, technology, vendor management and consulting established his reputation as a top performer with CMA, and was the foundation for his decision to leverage his experience to create SCI.

Patrick Stone is the President and Chief Executive Officer (CEO) of the Williston Financial Group (WFG). WFG is a holding company formed to participate in the title insurance industry through the acquisition of underwriting and operating assets. During his leadership at WFG, the company has acquired various entities including: New Millennium title Group at the end of 2009, TransUnion National Title Insurance Company in February 2010 and TransUnion Title Insurance Company in March 2010. WFG is officially opening the Oregon Division of WFG National Title Insurance Company in May 2010.

Patrick has enjoyed a lengthy career with Fidelity National Financial, including eight years as president, chief operating officer and director. He also served as co-chairman and as a director of Micro General and as CEO and director of Fidelity National Information Solutions. He has served as director of First American Corporation, vice-chairman of Metrocities Mortgage, and as a board member for World Minerals, HomeGain and RedVision.

Patrick currently is the co-chair of the Oregon State University (OSU) capital campaign, and is chair-elect of the OSU Foundation. He is also the chairman of The Stone Group, a commercial brokerage and development company specializing in national tenant representation. The Stone Group provides managed services of mid-to-large companies in excess of 50 branch offices.

He has also served as chairman of The Santa Barbara Museum of Art, and as a director of the Portland Museum of Art.

Jason E. Tarnowski

Jason Tarnowski is a banking supervisor in the Supervision and Regulation Department at the Federal Reserve Bank of Cleveland. In this role, he oversees Fourth District (Ohio, western Pennsylvania, eastern Kentucky, and the northern panhandle of West Virginia) financial institution’s compliance with consumer laws and regulations, consumer complaints, the Bank Secrecy Act, and the Office of Foreign Assets Control.

Jason is responsible for law enforcement assistance in cases involving bank fraud, money laundering, and financial crimes. He directs all enforcement actions and special investigations in Supervision and Regulation. He also serves on the Federal Reserve System’s Board of Governors’ fraud information network and the Bank Secrecy Act working group.

He holds a bachelor of business administration in accounting from Cleveland State University.

He has presented at the Missouri Land Title Association Title School and many other title and real estate seminars.  David is a member of the American Bar Association, the Missouri Bar Association, and the Missouri Department of Insurance Title Insurance Advisory Committee.  David is a graduate of the University of Missouri School of Law and Drury University.

Brian Twibell is CEO of Red Vision and one of the original investors and co-founders. He was instrumental in creating the business plan that is the foundation for Red Vision's success. He assumed the role of chairman and managing director in 2002 focusing most of his attention on strategic planning and business development. Brian assumed the position of Chief Executive Officer in 2006 to lead Red Vision’s rapid growth as an independent provider of technology-enabled solutions for the real property marketplace nationwide.
Prior to Red Vision, Brian was president and CEO of Microbank Software, a firm he founded in 1984. Microbank grew to 200 employees with major divisions in New York, London and Singapore, and satellite sales offices in Amsterdam, Sydney, Tokyo and Zurich. By 1999, Microbank had over 1,100 systems installed in more than 30 countries. Its customers included 60 of the world's top 100 financial services organizations. SunGard acquired Microbank in 2000. After the acquisition, Brian served as SunGard’s managing director for strategic acquisitions.

Prior to Microbank, Brian spent two years running sales and marketing for a software company focused on banking applications. He started his career in banking operations with Manufacturers Hanover Trust (now JP Morgan Chase).

Leslie Wyatt is a Product Manager at SoftPro, the nation's largest real estate closing and title software provider.  Leslie has worked in the real estate industry for over 14 years.  She has been with SoftPro for the past 8 years, and has held various positions in training, consulting, research & development, compliance and business integrations.

Leslie spent the last 18 months in research and development to ensure that SoftPro is compliant with the new RESPA regulations. Currently, Leslie is working as a business analyst on the business integrations team overseeing third party vendor integrations with SoftPro's new 360 platform.
